feat(chequebook): add cheque book module with Maker-Checker workflow

Adds cheque series, stock lot/transfer, cheque book issuance, stop-payment/lost/cancel-leaf actions, and pending-request approval APIs with Maker-Checker command handlers and liquibase changelogs.
