Subject: [PATCH] fix(election): move additional permissions to new changeset
 to avoid Liquibase checksum error

The 5 missing permissions were added to the already-executed changeset
causing checksum mismatch on restart. Move them to a new changeset
0337_seed_election_permissions_v2 with a preCondition guard.
