FINERACT-1724

Added batch support for the Get Charge by Id call. Added externalId field to PostLoansLoanIdChargesRequest. Added submittedOnDate column to m_loan_charge table. Updated logic to return new submittedOnDate field in GetLoansLoanIdChargesChargeIdResponse.
