doc: remove errant config but keep :sectlinks:

See 89e9cfcd7d I think this was a typo. It's presumably changing the highlighter midstream and causing section numbering to start at the "Fineract Development Environment" chapter. But I really like `:sectlinks:` and I want to keep that! It's handy for sharing deep / sorta permanent links to specific sections (just click on any heading and copy the URL).
