MIFOSX-259: make so loanTenantById gets cached correctly - also introduce delegatingCacheManager to allow us to introduce api and configuration to support switching cache solution runtime. At present caching is disabled through use of NoOpCacheManager.

MIFOSX-97: restructuring of api resources, data, commands and the services and domain concepts they use. The api is not responsible for logging the command which is then in turn processed. When maker checker is enabled no changes are persisted through until a checker approves them.
