The 0345 changelog hardcoded the "OTHER LIABILITY" parent row's numeric id
(22), which only matched the default tenant's auto-increment history and
broke the FK insert (and the whole Liquibase run / app startup) on tenants
seeded differently, e.g. saga. Now resolves parent_id via a SELECT on
gl_code='9' and marks the changeSet runOnChange so it safely re-validates
on tenants that already ran the old version.
