Jaanu423andClaude Sonnet 4.6 1eba2c50ed fix(election): move additional permissions to new changeset to avoid Liquibase checksum error ...

The 5 missing permissions were added to the already-executed changeset
causing checksum mismatch on restart. Move them to a new changeset
0337_seed_election_permissions_v2 with a preCondition guard.
