fix(build): add @use sass:color, remove unused MatDialogTitle import

- family-members-tab.scss: add @use 'sass:color' so color.adjust() resolves at build time - enroll-dsc-dialog: remove MatDialogTitle from imports — not used in template Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
