feat(chequebook): add cheque book module with Maker-Checker workflow

Adds cheque series creation, stock receive, cheque leaf request/lookup,
and stop-payment/lost-reporting flows with Maker-Checker approval and
a checker-inbox tab for pending chequebook requests.
