feat(election): dynamic designations, vote remark with voice input, and modal vote panel

- Designations loaded dynamically from DirectorDesignation m_code via new API endpoint
- Director board dropdown and committee board validation now use DB-driven designation list
- Mandatory designation check in committee creation driven by is_mandatory flag from m_code_value
- Vote summary panel converted from side drawer to centered modal with backdrop blur
- Voting page: remark textarea shown on Approve/Reject with Web Speech API voice input
- Voice input supports Hindi (hi-IN) and English (en-IN) with language toggle
- NgZone fix: speech callbacks wrapped in zone.run() so Angular change detection fires correctly
- Speech recognition uses continuous=true so user can dictate full remarks before stopping
