feat(fixed-deposits): FD interest posting approval UI

Adds the FD Interest Posting Reports screen (due-without-report,
generate/approve, branch and head-office scope, posting detail,
live preview, head-office summary), a nav entry under Reports, the
route, and Branch Day Closing's fixed-deposit-due section and
approval-pending warning banner that blocks closing the day.
