Removes a wrong required text in the group transfer clients dialog
and prevents empty fields appear below before a destination
group is found.

be created without members.

This fixes a recently introduced bug preventing individual loan
applications. It also simplifies dramatically the GLIM process,
improving GLIM user experience and functionality.

This is a first step to support GLIM account applications. It enables
a user to create a GLIM account application and provides a
starting point for a discussion of the feature, which has not even
been working for the community app and is insufficiently documented.
This is part of a larger effort to improve group account management.

- Added a custom `MissingTranslationHandler` in `app.module.ts` to remove `labels.catalogs.` prefix
when a translation key is not found.
- Updated `TranslateModule` configuration to use the custom handler globally.
- Ensured that missing translations fall back to the original value.
- Removed an unnecessary change from `address-tab.component.ts` introduced in a previous PR, as the
current implementation resolves the issue more effectively.
This makes Group Loans somehow work, fixes the breadcrumbs for GLIM applications,
configures permissions for links to GLIM and GSIM applications and a few other
things, all regarding loan, savings, GLIM and GSIM applications of groups.

Task Management in the Self Service area does not work and is not prioritized
currently. It therefore should be removed from what is available in the UI.

This makes the View Guarantors work even if no Loan summary property is
sent in the Fineract response. (This is naturally the case when the
status of the Loan is not active.)
This also guarantees the page is rendered without errors in case
no clientRelationshipType is configured for the guarantor, which
is possible.

Client Detail must only be shown when Name got selected. Prevent any Javascript errors. Enable the user
to enter a date of birth before 2000.

Due to a typo, the allowPartialPeriodInterestCalculation field was not
processed correctly. Since the typo also occurs in some places in the
Fineract API, the typo is re-introduced where needed.
The path to i18n could not be accessed by HttpClient because it is intervened by the general interceptor, in this change we use HttpClient without the interceptor, which allows the files to be loaded directly from the real path as a standard asset.
