FINERACT-1724 - Code quality checks are optimized.
- the presense of license check is performed under the check gradle task which is implicitly executed when build task is called. - errorProne plugin is enabled when build or check task is called. As a result of the above execution time for unit tests from IDE is faster while the quality checks are still enforced.
