fix(permissions): persist manually-enabled Teller/Cashier maker-checker settings

Same pattern as 0588_persist_manually_enabled_maker_checker_permissions: converts a manually-applied Configure Maker Checker Tasks change into a repeatable migration, this time for the Teller/Cashier module. Found by diffing can_maker_checker across every permission code common to fineract_lincpay and a reference environment -- ALLOCATECASHIER_TELLER, ALLOCATECASHTOCASHIER_TELLER, SETTLECASHFROMCASHIER_TELLER, and UPDATECASHIERALLOCATION_TELLER were true there but still seeded false here, confirming they were toggled on manually and never captured for any other environment (including UAT). The _CHECKER permissions already exist and are already granted to Clerk/Teller/Branch Manager, so approval works as soon as this migration runs -- no role-grant changes needed.
