fix(db): add missing m_savings_account columns causing 500 on savings list

Browse Source 
introducer_required, share_linking_enabled, terminate_true were missing
from m_savings_account in fineract_saga. Applied directly to DB and
added 0368 catch-up migration with preConditions for idempotency.
