Stop ignoring .js and .json files in prettier and fix existing issues.

The `prettier-plugin-multiline-arrays` plugin is used to split arrays
with multiple elements into one line per element.

Ralph HopmanandAdam Saghy 6203ada3b6 build: Use lint-staged 
Introducing lint-staged with husky to lint files before they are
committed. This will help maintain the code standards in the project.

Also fixes some linting issues that were introduced in other PRs.

HTML files should be included after current issues with htmlhint are
fixed.

Adam MonsenandAdam Saghy ea44be56a7 update for Docker Compose v2 
using the new recommended command-line syntax since v1 is EOL.

`docker-compose` runs the old Python v1 code.

v2 is the new go-based, built-in orchestration tool.

`docker compose` (no dash) makes sure v2 is used.

Ralph HopmanandAdam Saghy 43c8fdbe66 fix: Enable and disable surveys 
The logic to enable and disable surveys was not implemented, and the
state was not shown correctly. The front-end logic now corresponds to
the back-end logic (org.apache.fineract.spm.service.SpmService).

Ralph HopmanandAdam Saghy 31f1890051 build: Upgrade stylelint to version 16 and fix issues 
Migrate upgrade stylelint from version 10 to 16 and fix all the
stylelint and prettier issues in scss files.

The following deprecated stylistic rules are no longer supported in
stylelint, and the checks are taken over by prettier:

- string-quotes
- max-empty-lines
- max-line-length

Ralph HopmanandAdam Saghy 9034ce2847 build: Replace Codelyzer and TSLint with Angular ESLint 
Migrate from the deprecated TSLint to Angluar ESLint. Also fix current
linting issues in the code, in particular:

- Use strict equals operators (=== and !==)
- Remove empty lifecycle methods (mostly ngOnInit)
- Output bindings including aliases should not be named as standard dom
  events (submit)
- Async pipe results should not be negated
