Anvay ed1b281127 WEB-573: refactor password preferences UI to card-based layout 
- Convert horizontal radio layout to vertical card-based blocks
- Add heading labels (Basic, Standard, Strong) for each policy option
- Position radio buttons and headings on same row with space-between
- Increase padding and spacing for improved visual clarity
- Maintain full-width blocks with consistent vertical stacking
- Preserve all existing text content and functionality
- Add trackBy function to *ngFor for performance optimization
- Use translation keys for password labels instead of hardcoded array
- Map labels based on preference ID for robustness

Correct incorrect references to `mifos_lg-logo.png`.

The PNG asset does not exist; the correct file is `mifos_lg-logo.jpg`.
Although the UI rendered correctly due to fallback logic, the incorrect
reference was misleading and could cause issues in future refactors.

Remove obsolete (--aot) from npm start. Angular 20+ enables AOT by default; the flag is unsupported in newer CLIs and caused startup errors.
